The rules of the game were first written down in 1863 by the newly formed Football Association in England. The U.S. Governing body for the sport did not have soccer in its name until 1945, when it became the U.S. Soccer Football Association. Each FIFA World Cup since 1966 has its own mascot, starting with World Cup Willie (a lion). The earliest documented use of the word football appears in a proclamation by King Henry IV of England in 1409.
